In 1998, the Board of Regents initiated principles requiring institutions that prepare teachers to develop a "take-back" or guarantee provision. In 2001, the Board of Regents also initiated principles requiring institutions that prepare school leaders to develop a "take-back" provision. Likewise, as of Spring, 2004, institutions are now required to begin developing a "take-back" provision for school counselors. Our process was developed in Spring, 2000, by university and public school faculty in accordance with the initial 1998 Principles and Actions for the Preparation of Educators, and has been expanded to include school leaders and school counselors.
The UWG "Guarantee" Process
Prior to the school district invoking the UWG "Guarantee" process, the district should document the following assumptions:
- the novice educator* completed an approved education program or other certification program at UWG,
- the novice educator was recommended by UWG for the clear renewable certificate,
- the novice educator received a successful final field experience evaluation for internship appropriate to that program,
- the novice educator received a passing score on the appropriate Praxis II test,
- the novice educator began his or her position within a reasonable period of time after having been recommended for the clear renewable certificate,
- the novice educator is still in the "induction phase" or first three years of his or her position,
- the novice educator is in an institution that requires professional certification,
- the novice educator is functioning "in field" with regard to the certification and educational field of study, and
- the concerns associated with the novice educator's performance appear to be directly related to academic preparation.
*Novice educator refers to a novice teacher, school leader, or school counselor.
Invoking the "Guarantee"
The College of Education has created a website to facilitate and systematically track our "Guarantee" process. The diagram depicts the process. While the chart depicts the principal as the person who should start the process, we recognize that an upper level administrator or superintendent also might be the appropriate person to invoke the "guarantee".
